problme to connect to database maximum capacity of pool

what does its means?

We also got problem to connect to database from WL application and after 2 minutes the connection was ok, any idea why?

it happened several times during day in our production server,  also how can I monitor history events like the above problem to connect to the database?  and how to verify that our WL configuration is fit with the operation?
