I have searched and found no MOS notes or community questions addressing this.  I see several MOS notes about "Database Performance" option being greyed out in OEM 13c. This requires a special OEM privilege to be granted. 

I actually found the 13c manual where EM privileges are listed, but can't spot one that addresses Enterprise User Security.  Has anyone found the solution to this?
