Invalid transaction type for Resource

While trying to create an operation (without a resource), I got the error 'Invalid transaction type for Resource' from the API despite the fact that I am not passing any attributes for Resource since I do NOT WANT to create a resource for this operation (Yet). is there a particular transaction type that must be passed in this situation.
