Restrict purchase of items based on location

Hi,

We are on R12.1.3 and have business requirements such as following. We have items enabled, in price list, customer enabled, transactable, OE enabled etc. But we want only certain customers with primary ship to and bill to buy certain items and want to restirct the other ones.

e.g. Item A is available to purchase and all customers can buy it.

Item B is availbale to Purchase and only Customers with Primary Bill to in Few states Can buy it, others can not.

Is it possible in Inventory or OM ? IF yes, can you provide more details on how we can implement it?
