Oracle setup.exe fails to run

The installation of Oracle 12.1 STD Edition Database fails to start on a brand new Windows 2012R2 Server.  The command prompt just flashes immediately and nothing runs.

My installActions log file reads:

Using paramFile: C:\Users\admin\Downloads\Oracle\database\install\oraparam.ini

Checking monitor: must be configured to display at least 256 colors.    Actual 4294967296    Passed

The number of files bootstrapped for the jre is 0.

The number of files bootstrapped for the oui is 0.

On another server the installation ran fine.  The difference here is that the C: is  3.95TB of 3.99TB free.  The other server had 180GB or 255GB free.

Is there a (undocumented) pre-req maximum disk size that Oracle can be installed?
