ebs 12.1.3 does not have iteration option on cost group and cost type association

hello, folks! how are you doing? when trying to setup IPAC for EBS calculate the same cost between different cost groups in different organizations for intreorg transfers, I did not find the "enable periodic average costing" and "perfor multiple iterations" flags on org cost group / cost type associations FORM.

can anyone tell me what patch can I applied on my 12.1.3 EBS instance?
