Accrual Showing Zero Hours after Element Entry and Other Accrual Plan Questions

I am working on an implementation that includes a PTO accrual plan, but not payroll. Payroll is processed by a third party. I have set up an accrual plan using seeded formulas for the first round of testing; the fast formula will be developed for the next session. I have the following questions.

1. I set up an accrual plan, and assigned elements to it. I assigned those same elements to my employee record, and entered 16 hours in the Entry Values window. When I used an effective date of 01-JAN-2019, my accruals showed as zero in Fastpath > Accruals. When I entered the hours with an effective date of today, they were added to my accruals. If my start date was 01-JAN-2019, why can I not date track back to that date to add those hours? Is it because the element is non-recurring?
