Physical standby out of sync after "non sys" password change - 11.2.0.4

in Retail Invoice Matching (MOSC) Question

We have two SYSDBA accounts ( SYS and DBA_COLLECTOR)

SYS as usual used to sync the Physical standby

We got the DBA_COLLECTOR password changed , technically this should not impact SYS password . but as soon as the password file time stamp changed , the DR goes out of sync .

Any internal theory how  the password file is verified would be helpful
