PeopleSoft Wage Progression - Effective date of advancement

We have an issue with PeopleSoft Wage Progression when the advancement to the next step is dependent on the hours the employee has been in their job. We have been able to import the hours from payroll to determine the eligibility to advance. If the employee has met the hours requirement and the advancement is approved, PS inserts the new Job row effective the first day of the next pay period.

However, if the employee was eligible at some point during the pay period, we want the effective date to be the day after they became eligible and not wait for the beginning of the next pay period.
