Health Care 125 deduction coming out of Expense Reimbersement payroll Payments

We have an health Insurance Deduction (Health Care 125).

For some employees when a Non Payroll Payment (Category: Expense Reimbursement ) is issued, health Insurance is deducted out of the payment.

This is happening to some employees. we are trying to figure out what is causing the health Insurance deduction to come out.

Any help is highly appreciated.
