Oracle 12c hangs at 91% during installation

Hi there.  I've been trying to install Oracle 12C on a Windows 10 64 bit Microsoft Surface for a local DB.  Each time I run the installer, it hangs at 91% on the DBCA configuration step.  I've searched google and there was a second window mentioned, by my installation never shows the second DBCA window.  Any advice on what I'm missing?
