Flex Accounting using P31113

Using the inventory issue revisions application (P31113|W31113A), is it possible to use Flex accounting from either F4101 or F3111 tables?

I am trying to flex in the subsidiary segment of the expense account, but the account listed on the AAI error message (AAI 4124) indicates that flex accounting is not occurring. If P31113 is not eligible for flex accounting, what options do I have?
