can we setup modifier for one order type only

Hi,

we are selling item x in bulk or sometime in drum. when we sell it in drum, we provide free of cost packing so 1 modifier is already created to fulfill this requirement. Now the issue is we are selling in bulk without packing. how we can disable modifier when it is bulk. we dont want to use override functionality.

i am thinking to create 2 different order types. 1 for bulk sale(without modifier) 2. for sales in drum (with modifier)

but my question can we enable modifier/qualifier only one order type. so for other order types, it will treat as normal item.
