Unable to pass Project & Task references to ISO between Operating Units

My apologies but I'm very new to Projects so please bear with me on this. We're currently on 12.1.3.

We intend to centralize the procurement function for the enterprise in a new operating unit that will buy project material and consumables from external suppliers on behalf of all other OUs. The central warehouse (belonging to the new OU) will stock this material and the goods will be subsequently shipped from there and received at warehouses in the requesting OUs. All orgs are project-enabled.

I'm creating internal requisitions in the requesting OU's and importing them into the procuring org as internal sales orders. We need to be able to pass project and task number references but values entered on the internal requisition at distribution level were failing validation during Internal Order Creation. I initially got this error message:
