Restrict Phantom Items from being entered on a sales order.

We have an issue where items with a stocking type = 0 (phantom) are being entered on a sales order.  We want to keep the phantom items but prevent them from being added to a sales order.  We'd like to create an item group based on stocking type, but I don't believe this is included in the setup of item groups.  Any thoughts?

Some things we've thought of:

- Advanced Pricing mandatory adjustment

- Next status preference

- Item restrictions

All have both positives and negatives.  Looking for other ideas.
