Problem installing Oracle 32 bit client following de-install of 12.1.0.2

I tried to install 12.2.0.1 32 bit following the de-install of 12.1.0.2 32 bit.  The black screen comes up for a couple of minutes then closes.  I directed the error to a log.  It receives "Exit code of OUI process 259=".  I put in a parameter of "-waitforcompletion" it then received "Exit code of OUI process 1=".  The install wizard never appears.

With this failure I tried 18c 32 bit.  With or without the "-waitforcompletion" it receives "Exit code of OUI process -1=".  The black screen just comes up and goes away.

Any ideas on how to handle this would be helpful.

Inventory is never generated

log files are not created
