Rca for SQL performance degradation

Hello experts,

                      Recently I have a faced very strange scenario and I could not answer question came from developer team.We are running Oracle Customer care and billing app for utility company with below infrastructure.

App version:-2.6

DB version:-12.1.0.2 with July 2018 cpu

Os platform:-Solaris 11

One of the base application query and associated functionality is being executed within a second in dev and test environment.Same query and functionality takes 15-20 seconds which is not acceptable as per SLA.So issue here is suboptimal plan in qa environment.So I did following.

1. Compared optimizer environment for that particular SQL which is exactly same in all environemnt
