Nested table where bottom border of bottom row is not aligned

Hello,

I have a bi publisher template and sample xml(both attached) where I nest a table inside a single cell table. I did this because it keeps my group(jobcode) items from page breaking in the middle.

I also have setup a counter to count lines to know when a title should be display on the start of a new page. The output I use is RTF.

I'm having an problem where the bottom row border of my group is inconsistently aligned. Here's what it looks like. You have to look closely or you can run the attached template.
