Issue creating RAC DB after upgrade to 18.3.0.0.0

I upgraded our DEV/DR environment a month ago from 12.1.12.0 to 18.3.0.0.0 (ODA X5-2).

Just getting around to creating an new 18c database (RAC, non-CDB).

I see this message:

[FATAL] [DBT-06103] The port (5,501) is already in use.

   ACTION: Specify a free port.

in the dbca-tst18.log file and I'm not sure what it means.

Our infrastructure is 18.3.0.0.0 and all current databases are running 12.1.2.0. There are 2 distinct dbhomes, one for 12.1.2.0 and one for 18.0.0.0

Has any run into this before?

Any suggestions would be appreciated.
