What is the effect of change existing Parent Value of Alllow Budgeting and Allow Posting from Yes to

My existing customer first set Parent Value of COA segment for Allow Budgeting and Allow Posting = Yes and also enable fund checking, also the Oracle system is used for many years and many transactions in Oracle.

However, I see Oracle suggest to set the Parent Value for for Allow Budgeting and Allow Posting = No. Thus, I would like to know whether I can change those Parent Values from Yes to No; if change it, whether have any effect.
