Business Function Build Error on server update package

The customer JDE is on 9.2 Tools 9.2.2.5. They just migrated from 8.12 and testing the new 9.2 system. They found that several business functions (C and NER) are unable to build to server. All of the failed BSFN having error log like below.

"b5500003.c", line 28: error #3696-D: cannot open source file "f5542009.h"

1 error detected in the compilation of "b5500003.c".

Where should the source file f5542009.h reside?
