Oracle Resource Manager implementation in oracle EBS database

can we implement  "Oracle Resource Manager" at database level for oracle EBS R12.2 .x (database 12.1.0.2) in order to optimized the load on the database server   . if yes then what is the best practice  to implement and how we can implement?
