Need to change the Cost Group on a Project

We are using 12.2.5, with Inventory, WIP, and Projects.   Normally, we set a project to have the same cost group in all inventory organizations.  We have one project like this:

Project     InventoryOrg     CostGroup

X               Org1                CG-1

X               Org2               CG-1

X               Org3               CG-8

Y               Org3               CG-8

Cost group CG-8 mixes the average costs for projects X and Y, which we don't want to happen.

We want to change Project X / Org3 to have cost group CG-1.   How can we do this?  I have seen references to a Cost Group Transfer function; is that what we need, and where do we find that?
