Configuring Buy One Get One for all items

Hi,  Is it possible to configure the below two BOGO scenarios for all items.  I can set BOGO scenarios for individual buy and get items.  Can't figure out how to configure for all items and for equal or lesser value.

1.)  Buy one get one 50% off item of equal or lesser value (all items).

2.)  Buy one get one of equal or lesser value (all items).
