How to change Invoice/Transaction View Image Seeded Template?

ACTUAL BEHAVIOR

System Default Template is displayed after clicking on View Image

EXPECTED BEHAVIOR

Custom Defined Template (BI - Bill Presentment Report) to reflect when we click on View Image

STEPS

-----------------------

The issue can be reproduced at will with the following steps:

1. Go to Receivables > Billings > Manage Transactions

2. Complete and Review > Click on View Image

-----------------------

When trying to modify the system default BI - Bill Presentment report by uploading a custom RTF template it will give an error that system defaults cannot be modified and saved. The question is, after duplicating Bill Presentment report and editing its template, how do I set this newly created custom report to run when clicking the View Image button?
