Using the BOMPXINQ.EXPORT_BOM in Procedure

I am trying to use the BOMPXINQ.EXPORT_BOM to explode the BOM in a procedure.  I am getting the following error:

'You do not have access to Organization  under Organization hierarchy CVI INVENTORY ORG HIERARCHY'

The procedure is created in APPS.  Is there permissions that need to be granted to allow this procedure to be create in APPS or should I be creating it in another Schema?
