Is there any standard API available in R12.2 onwards to create RTV without reference document?

We have a requirement to load huge number of returns to vendor transactions coming from 3rd party system to EBS. These return order are not having any information of PO or Receipts.Please help if anybody have achieved similar requirement using standard APIs.
