Oracle 12.1.0.2 database connections hanging at random times/regularly on multiple servers

Hi All,

We have a call open with Oracle support as we get issues with database connections hanging

When the issue occurs on one of our servers all connections fail to the database

sys/<pwd>@&lt;sid> as sysdba connections hang indefinately.

sys/<pwd> as sysdba work fine after setting oracle home and sid.

Restarting the listener/database does nothing. In fact the database does not stop via the services control panel and instead fails to stop and has to be killed via task manager.  We are on 12.1.0.2 and windows 2012 OS.

The issue occurs on multiple machines patches to the latest Oracle security patches (April 2019). Oracle support have suggested it could be IPV6 related as we get the following in the logs.
