min max planning report at subinventory level

Hi

I have ran min max planning report at subinventory level with parameter restock-No....

supply cut off date-is sysdate+365 days

now report output shows 4 items to be replinish

itemA--2qty--source--supplier

itemB-2 qty---source-inventory

itemC-2Qty--source--supplier

now i ran with parameter restock as --Yes

Report output shows only itemA--requisition also generated

i checked for itemB--no move order created & for itemC-no requisition generated

i check lead time for itemB which is 367 days which is out of supply cut off date

so please tell me why itemC requisition not generated is it due to failure of itemB?

is this standard functionality of oracle that if one item fails then nothing to be process next to this
