Xcenter/Xadmin V17 Start Issue

Hi Oracle Community,

Using Weblogic 12.2.1.2 running in an Oracle VM, when trying to start the deployed xcenter or xadmin, we get following error.

Deploy is successful, this happens when starting the deployment ie. "Servicing all requests".

We've tried deleting the temp folders and redeploying, as suggested by similar resolved issues.

Weblogic is being started with the required JAVA_OPTIONS as detailed in the guide for V17 including -Dorg.eclipse.persistence.moxy.annotation.xml-value-extension=true

We have tried with an unmodified version of the .war files (both xcenter and xadmin) as well as the versions modified to use secure cookies.

We've tried both deployments using the archived war, as well as the exploded archive directory - same result for both xcenter and xadmin.
