Install of Server Manager 9.2.3.4 and Server Manager Agent

I am doing a brand new install of Server Manager 9.2.3.4 on a Windows 10 Pro for Workstations.   I have installed WebLogic Server 12.2.1.3.0 created the service for both WebLogic Server and the NodeManger.  Both services are running and I can log into WebLogic Server Administration Console 12c.  The SMC_Server_EOne_ManagermentConsole_Console I can manually start and the State is RUNNING and Health is OK.  I can successfully log into the Server Manager and see the Managed Home Location.    I have installed WebLogic Server 12.2.1.3.0 created the service for both WebLogic Server and the NodeManger on a Windows Server 2016.   I have
