Not able to Update F4801 Freeze code

Issue: Cutomized P48001 program P5848001 for massive WO freeze code update not working after Tools Release 9.2.2.8 upgrade (with JDE 9.2)

F4801 table security(any WO with Status code between 1-96 user should able to change, anything above 96 should not allow to change)

Before TR 9.2.2.8 upgrade, the two roles listed above is able to Update Freeze Code in batch without problem. but after TR upgrade, the program P5848001 is not able to update F4801 anymore, neither there is any error message on the Web-interface or Debug-log.

Program Event Rule Code:

I can confirm the F584801W.Insert step worked. but NOT the F4801.Update step.
