Price Break Modifiers not considering the closed lines for tier pricing

Hi, Price Break Modifier is not considering the closed lines for tier pricing. For example if few lines of the orders gets closed then pricing engine is not considering those lines for pricing (discounting) the remaining open lines. We are using total sales order amount as criteria for discounting.
