What Role is needed to Manage Activity Guide templates? Error when click on Properties link.

We are HCM 9.2 Pum 29 Tools 8.57.05.Trying to roll out Fluid Life Events. We want to grant a custom Role access to the life events. We want to clone and modify the template to assign the custom role but keep getting "You do not have access to Activity Guide Instance 'PTAI_AGTMP'" when clicking on Properties link in Manage Activity Guide Template component.

I have AG Composer User and AG Composer Administrator roles. Anyone know what Roles I need besides those two?
