Default Tax in AGIS based on transaction type

We are trying to configure a tax rule in AGIS whereby the user has the ability to select the tax treatment of a transaction based on the Transaction Type that is selected. When trying to configure a rule for this i can see that a tax event class can be selected for 'INTERCOMPANY_TRANSACTION' but this will apply to all transactions. Is there a way to configure rules to apply tax for some transactions and not others? I thought there may be a way to define a rule based on the transaction type selected in AGIS but this does not seems
