MSS View Employee Personal Info not showing all employees for a reports to position

This is a strange issue.  We're only having it with one user that we've found so far.

When this particular manager goes to MSS View Employee Personal Info, she only sees those employees whose first names start with A or B.

I've tried running the Direct Reports Tables Build, doing a full/complete build for all access types, but the user still only sees the same direct reports.  I checked the direct reports via Invoke Direct Reports API and it returns all of her employees.

Has anyone else had this issue?  We are in PS HCM 9.2, PT 8.55.14.
