OE Elections Write to BAS_PARTIC, Not Base Ben

Hello-

I'm wondering if anyone else has had this issue.

Employee makes an election for OE via self service and OE ben admin runs and finalizes the OE event. All elections write to base benefits and BAS_PARTIC tables. The employee goes back into the event a few days later to make a change and OE ben admin finalizes the event again. Elections do not write to base benefits but write to BAS_PARTIC tables.

From the testing I've done, I'm seeing that it's just the OE Ben Admin and checking the box "Finalize/Apply Defaults" doesn't seem to make any difference. The lack of writing to base benefits appears to be happening only when the event process is "elect" and the process status is "Notified".
