Trying to Mass Update Job Steps

WE are changing our Job Steps for all hourly employees to 6 steps and use the jobs and steps to populate the hourly wage.  Every time I try to go to the employee master and make the change I get error messages.  I have tried Mass Updating the PGRS field in JDE job master, still no luck.    I have viewed the F082001 and the new plan and rates are there.  I cannot manually change or mass change these fields.  Anyone have any ideas, documents.  I'm searching Oracle and will try to write a SR soon.
