Question on Advanced Pricing - % of Cost Basis Code

I have a question on the calculation of pricing on an item with an advanced pricing adjustment for 100% of cost. 

Here's a little background. 

1.  The item is set up with a primary UOM of EA and a pricing UOM of BX. 

2.  A UOM conversion is set up for that item branch - where 1 BX = 50 EA

3.  The item cost is set up as $1.00 for that item/branch.

4.  An advanced pricing adjustment is set up for that customer to use Basis Code 3, with a factor value of 100% for all items.   So, the item is being sold at cost.

When I enter an order for that item for 1 EA, the cost correctly shows $1.00, but the price is strange.  It shows the unit price $1.00, but the extended price shows as $.02.  Like it's converting it from EA to BX.  Since the cost is assumed to be in the primary unit of measure of EA, shouldn't I see the extended price be $1.00?
