clqs status - "Quorum Votes Summary" PRESENT total is wrong

Normal situation (which is correct):-

root@chv-sol-ora3-ap:/usr/cluster/bin# clq status

=== Cluster Quorum ===

--- Quorum Votes Summary from (latest node reconfiguration) ---

            Needed   Present   Possible

            ------   -------   --------

            2        3         3

--- Quorum Votes by Node (current status) ---

Node Name            Present     Possible     Status

---------            -------     --------     ------

chv-sol-ora3-ap      1           1            Online

chv-sol-ora4-ap      1           1            Online

--- Quorum Votes by Device (current status) ---

Device Name       Present      Possible      Status

ora3_4_qs         1            1             Online

BUT, go onto Quorum server and stop it, then go back to node and I get this:-

root@chv-sol-ora3-ap:/usr/cluster/bin# clq status
