After adop phase=fs_clone, unable to start Adminserver

Hello,

Recently after running "adop phase=fs_clone", Adminserver startup is experiencing issue, we see the following message in Adminserver.log file.  As a work around implemented clear text password in config.xml.  We were able to start the AdminServer, after sometime, the restart is throwing the same message.  Did anyone encounter this while running "fs_clone".  Have a SR with Oracle.
