Serial tagging enabled

Starting an upgrade project from 12.1.3 to 12.2.8. Very interested to start testing serial number tagging. Everything I am reading speaks to enabling the functionality either at the master or a child org. However the check box doesn't allow an update. Thoughts on how to get this going?

We are not WMS or any of the other restrictions there might be in organization parameters.
