Transfer and Recategorize default conventions

We updated our Retire and Adjust Convention defaults on all Profile IDs and during testing discovered that the Transfer and Recategorize conventions still default to Actual Month.  We were expecting Transfer and Recat to follow the Adjust Convention (in our case, Following Month). 

I'm not finding a reason in PeopleBooks for the AM default.  Is this working as designed and if so, what is the reasoning for the AM default?
