New Benefit Plans not showing as option for Plan Attributes addition

I have added new Medical Benefit Plans to the Benefit Plan Table, but when I try to add them to the Health Plans Table under Plan Attributes, they are not showing as an option. I have searched, but can not find a step that I have missed or a process that I need to run. Any assistance would be appreciated.
