Upgrade OGG 12.3 MS to 18.1

Hello, I am hoping to do an in-place upgrade of 12.3 Microservices to 18.1.  Is it possible to upgrade any one deployment in a multi-deployment installation?  The upgrade document seems to say that deployment and Service Manager OGG Homes have to all be changed.

So, I am guessing no.

Just wanted to verify if I understood that right.
