User remains "inactive" in Production after activated in Cloud

User account of a Partner company was created more than 2 years ago. User finished project in 2018.. User was inactivated in Cloud, which automatically inactive user in Production. Partner Company received a new contract. User was activated in Cloud which activated user in Production. However, Administrator couldn't find the user in the Partner company list to add to the new project. After some research the user was found to be still inactive under Company Workspace. See attached.

Up to 19.2 when administrator activated a user in Cloud, the account was automatically activated in Production and under Partner company users? We have upgraded to 19.6. Has it changed in the new releases? Or is this a "glitch" that I need to open SR ticket for?
