How can I enable 12.2.8 to open pages in tabs ?

This might be an easy question . When I try to open any webpage/self service page in EBS 12.2.8 from IE11 , it keeps opening in a separate window . But if I try opening the pages from EBS in Chrome , it opens in tabs .

If I open the same pages in IE11 from EBS 12.1.3 it opens in tabs .

How can I enable 12.2.8 to open pages in tabs ?
