Unable to access the view by GUESTCST though the access is there

When we try to register new partner in siebel LoyaltySCW (partner portal). we are getting the below mentioned responsibility error though it exists. Any help on this is much appreciated.

The responsibility of user 'GUESTCST' does not allow accessing view 'VBC User Registration Form View CX Partner Portal'.

I can also see one bug # 29792799 is raised for the same however i could n't get any information on this.
