Error API: Actual End Date of work order cannot be less than the maximum actual end date of its comp

We used API "EAM_WorkOrderTransactions_PUB.Complete_Work_Order" for completing the WO.

We have uncompleted operation in WO with Actual End Date more than end date of its completed operations. When we tried to complete WO via API "EAM_WorkOrderTransactions_PUB.Complete_Work_Order» get error API: Actual End Date of work order cannot be less than the maximum actual end date of its completed operations.  The operation is uncompleted.  Why do we get this error? Please see screenshot in attachment.
