Master Card expense claim processing error

Hi All

We are upgrading from 12.1.2 to 12.1.3

Our Mastercard transactions are showing exception page when CC transactions are selected.

There is note available on MOS which points to Location not being valid and patch is provided by oracle which eventually did not resolve the issue.

Any one who has come across similar defect in past, please share your inputs
